Given the paucity of data in relation to Mode 3 commercial establishment or FDI at the sectoral level, a more detailed sectoral analysis is not possible. However, the available experimental data on the UK’s services exports via Mode 3 (See Table 26 and Figures 14 and 16), may represent a useful proxy and tool for identifying potential underlying investment trends that may be occurring, with regard to the investment decisions being made by UK investors. This limited available information can, therefore, be used to provide a very general, but preliminary, assessment of the scope for potential investments from UK investors into CARIFORUM. Consequently, the UK’s experimental data on the proportion of British services exported across all modes of supply for 2019 indicates that more than 66% of Britain’s total exports (amounting to £317.8 billion) were supplied via Mode 3, representing a 20% increase over the 55% share attributed to Mode 3 exports in 2017, and thus making it the most dominant mode through which the UK exports services internationally. The UK also recorded Mode 3 exports in 11 of the 13 major categories of services analysed in 2019, with the exception of Manufacturing and Government related services, with the top five sectors for exports via commercial establishment being Distribution, Maintenance and Repair, Construction, Other Business Services and Financial services.

It must be borne in mind, however, that the UK’s investment in CARIFORUM via Mode 3
