BACKGROUND

Caribbean Development Bank (CDB) and Caribbean Export:

➢ Remain committed to the development of the region’s private sector; ➢ Recognise that their support to SMEs will be vital during and after the coronavirus pandemic; ➢ Conducted a survey to understand the current and expected impact of the pandemic on SMEs across the region; and ➢ Developed the Technical Assistance Programme (TAP) in response to the need for financing due to the pandemic.

OVERVIEW OF TAP

Objectives of TAP: ➢ To provide direct support to the region’s SMEs on a non -reimbursable basis;

➢ To provide support to facilitate activities focusing on business continuity; ➢ To facilitate the increase of exports within the Caribbean and/or international markets; and

ELIGIBILITY CRITERIA

To be eligible for a grant, applicants must :

➢ Be a sole proprietorship, partnership, or limited liability company;

➢ Be operating/trading for at least two (2) years, supported by the last two (2) years’ financial statements (income statements and balance sheets) and the previous year’s (2020-2021) bank statements.

➢ Be specified in the grant contract;

➢ Comply with the principles of sound financial management;

To be considered eligible, costs must:

➢ Be for goods/services/activities to be provided/delivered during the implementation period; and

➢ Be recorded in the accounts or tax documents of the Beneficiary or his/her partners and be identifiable, verifiable, and backed by original copies of supporting evidence.

ELIGIBLE PROJECT EXPENSES

Eligible project expenses include:

➢ Purchase or rental of equipment (new or used); ➢ Costs of services, provided they correspond to market rates; and ➢ Subcontracting costs.

INELIGIBLE PROJECT EXPENSES

Ineligible project expenses include: ➢ All taxes and government-imposed fees; ➢ Consumables (raw & packaging materials, stationery, sundries, etc.) ➢ Retrofitting of buildings; ➢ Administrative costs/overheads; ➢ Individual scholarships for studies or training courses; ➢ Travel costs (airfare, hotel and per diems);

INELIGIBLE PROJECT EXPENSES

Ineligible project expenses include: ➢ Acquisition of motor vehicles; ➢ Salaries, wages, and other human resource expenses;

➢ Insurance (not including shipping costs); ➢ Debts and provisions for losses or debts; ➢ Interest charges; ➢ Purchases of land or buildings; ➢ Currency exchange losses;

INELIGIBLE PROJECT EXPENSES

Ineligible project expenses include: ➢ Credits to third parties; ➢ Interim financing costs; ➢ Commitment Fees; ➢ Bank charges and service charges from beneficiary, intermediary, or corresponding banks; ➢ Payments not made through financial institutions e.g. direct cash payments; and ➢ Contributions in kind.

➢ TAP Application Form and Budget template must be downloaded from Caribbean Export’s website at www.carib-export.com

➢ THIS IS THE ONLY SOURCE FOR APPLICATION FORMS AND OFFICIAL DOCUMENTS.

➢ All other variations of the application will be declared null and void.

HOW TO APPLY

➢ An applicant may submit only 1 application for this Call.

➢ Applicants are required to submit three (3) copies of their application package in hard copy via courier or hand delivery to Caribbean Export Headquarters.

➢ The outer envelope must bear the title of the Call for Proposal Number: EDF11-TAP-21-01.

HOW TO APPLY

➢ All application packages must be received at Caribbean Export’s Headquarters by the specified deadline date. This includes:

• Copy of Registration of Certification or Certificate of Incorporation; and

• Copy of the applicant’s (or lead organization) latest financial statements (income statements and balance sheets) for the last 2 financial years and the previous year’s bank statements (2020 - 2021).

➢ Failure to submit the required supporting documentation will result in the application being rejected.

HOW TO APPLY

➢ All applications must be typed and not handwritten. ➢ All applications must be submitted in ENGLISH . ➢ Applicants must ensure that Section 5, entitled “Applicant Declaration”, of the Application Form is duly signed by the applicant and submitted. Application forms which have not been duly signed will not be considered. ➢ Applicants must also ensure that the Partner’s Agreement is duly signed, if applicable.

HOW TO APPLY

➢ Applicants must ensure that the total project cost and budget are equal and do not exceed the maximum grant amount. ➢ Applicants must ensure that capital goods being purchased does not exceed 30% of the total grant amount or budget. ➢ Applicants will not have the opportunity to provide counterpart funding for any project expense. ➢ Please note that any application with a budget that exceeds US$15,000 would be considered ineligible.

EVALUATION PROCESS

➢ The duration of the evaluation process is 60 working days and commences July 12, 2021.

➢ Applications received by the deadline are subject to an administrative check, which will assess whether they have duly satisfied the Eligibility Criteria for the Call.

EVALUATION PROCESS

➢ The applications will then be evaluated by independent evaluators using an evaluation grid.

➢ The assessment of each application is based on the scores obtained under each section of the evaluation grid. The final score is the arithmetic average of the scores given by each independent evaluator.

APPLICATION EVALUATION

➢ Applications receiving an average score of 60 or greater out of 100 will be ranked according to their average score.

➢ All ranked applications, though eligible, may not be awarded a grant due to the pre-assigned value of the financial envelope allocated for the Call for Proposals.

AWARD OF CONTRACT

➢ Caribbean Export will officially inform applicants, by e-mail, whether they have been awarded a Grant. ➢ Successful candidates may then be contacted to clarify items listed in their budget before the Grant Contracts are signed. ➢ Grant contracts will be dispatched by courier to Beneficiaries outside of Barbados, while those residing in Barbados will collect their Contracts from CE’s headquarters. ➢ Beneficiaries have one month from the date of Caribbean Export’s signature to sign the contract.

IMPLEMENTATION PERIOD

Four (4) months from the beneficiary’s signing of the Grant Contract.

➢ Example: If grant contract is signed by beneficiary on November 12, 2021, then the implementation period will be:

November 13, 2021 – March 12, 2022

TRANCHE DISBURSEMENTS

First Tranche: 50% of the eligible project costs. All funds must be utilised before requesting the Final Tranche.

Final Tranche: the remaining 50% of the eligible project costs. The two tranches cannot exceed 100% of the total eligible project costs.

TRANCHE DISBURSEMENTS

➢ First Tranche Disbursement (50%): The Beneficiary must submit supporting documents in accordance with Annex IV, to Caribbean Export, for verification and approval to receive the first tranche disbursement. ➢ Final Tranche Disbursement (50%): The Beneficiary can only receive the final tranche, if Caribbean Export verifies and approves all the required reports (Narrative and Financial) and supporting documentation for utilisation of 100% of the first tranche disbursement.
