LEAD GOVERNMENT MINISTRIES
The regulator is the National Authority for the Regulation of the Energy Sector (ANARSE) which is in the Ministry of Public Works Transportation and Communication. It is a newly established entity to oversee the energy sector including arrangements between RE generators and the electricity utility. The ANARSE’s activities in the RE Sector will be guided by the revised National Energy Policy. The ANARSE stakeholder relationships with the other key stakeholders is depicted in the diagram right.

3.9.3 | FINANCIAL INSTITUTIONS
The financial institutions in Haiti have not placed any focus on RE nor the targets established by Government. FIs tend to treat RE requests like any other request and offer no preferential treatment. They are confident in their offer of low interest rates and favourable credit terms for all their customers. The RE industry is also quite small since no policies have been put in place to create any momentum in the RE market. Consequently, the FIs currently play no significant role but are quite open to the potential opportunities. Their relationship with the other key stakeholders is depicted in the diagram right. FIs are not engaged with other stakeholders because there is little need at this time. They are however interested in requests which may arise.
