5.1 Summary of Findings

This study has already identified that opportunities for CF exporters may come in the margin of these regulatory barriers and the ability to successfully meet them. As the OCED (2020) noted: “Robust and science-based measures can create opportunities for exporters to capture trade and value creation. SPS/TBT regulations and standards in export markets encourage the adoption of better production practices and the use of technology. Producers that can satisfy these requirements can access new, high-value markets. NTMs can also facilitate trade and GVC participation by reassuring consumers of the quality and the safety of the product they are purchasing.” To the extent that the UK has implemented these measures post BREXIT, then it is likely that the content and scope may be different than similar measures under the European Union Regime. Traders must, therefore, take due care when exporting these products to the UK by ensuring that they check the specific import requirements. 31 The data suggests that more changes are likely to come and CF could well benefit from being “first movers” in areas that will matter to the UK and its consumers such as the environment, and sustainable agricultural practices. Addressing not only the ability to comply with regulations, but also the how and from where of how goods are produced and with whom and where integration into value chains take place. Such regulatory requirements and standards may well play a part in making these decisions.
