This could be a potential quick win as it is not tied to addressing the longer-term capacity issue and may speak directly to investments in technology and specific service activities (non-tourism) that support CARIFORUM exports, for which the EU has shown a demonstrated comparative advantage (for example, through Mode 3 – commercial establishment and the export of IP services). Also, the CF-UK EPA will facilitate backward and forward linkages, which allow for greater integration into both UK and regional services value chains. This underscores the need to focus investments and capacity building efforts in these areas particularly to improve standards and address regulatory requirements. Finally, increasing awareness and sensitization of stakeholders across both parties to the opportunities to be found within the agreement will also be important for the private sector to capitalize on the opportunities presented in order to enhance the realization of the benefits from the Agreement. However, the aspects of the agreement that facilitate greater capacity building should be emphasized, as this may not be found any particular schedule. As well as there is a need to explain the advantage of certain features the agreement, such as resides in its cumulation provisions, which not be readily apparent, particularly as regards integration into GVCs and the length of GVCs. This will be a definite “quick win” in areas where CF already has demonstrated strong comparative advantage in its exports to the UK, and the capability to more effectively integrate into UK value chains, while offering opportunities for UK investment into the development and expansion of regional value chains. 11.3 General Conclusions
